Is a hand sealer strong enough for daily commercial use?

For dozens of bags a day, yes, and it is what most counters in India use. For continuous shift work it is the wrong duty and the table top machine is what that work is built for.

Can one hand sealer take different bag sizes?

Any bag narrower than the seal bar is fine. A bag wider than the bar has to be sealed in two overlapping passes, which leaks and looks poor - so buy for your widest bag.

What is the difference between a hand sealer and a foot sealer?

Only how the jaws are closed. A foot pedal leaves both the operator's hands on the bag, which matters the moment the bag will not stay square by itself.

What do you need from me to quote?

Bag width flat across the mouth, the film, and bags per day. Send a photograph of the bag with it and the answer will be firmer.

What should I keep as a spare?

One heating element and one PTFE strip. Between them they cover the reasons a bench sealer stops, and they cost very little against an afternoon of lost despatch.

Hand Sealer – When It Is the Right Machine, and When It Is Not

The word that matters here is 'hand'. It describes how the machine is worked - the operator presses the bar down - and that single fact is what makes it right for some benches and wrong for others.
