In a pharmaceutical city the packing step is not the end of production. It is the point where a batch stops being a process and becomes a record, and a record that cannot be reconstructed is worth nothing.

Everything that identifies a batch has to be on or in the carton before the seal closes. After that the contents are taken on trust.
The failure is almost never printing quality. It is a carton sealed while its label was still on the bench, or three cartons of the previous batch left on the conveyor through a changeover.
A clear break at changeover — stop, clear the bench, account for what is on it, restart — prevents more than any equipment. It is also the first thing skipped when despatch is behind.
Where a carton is opened again for a check, it must be identifiable as re-closed. A re-taped carton disguised as untouched is worse than an obviously re-taped one.
A strap applied after the seal is what a receiving store actually inspects. Cut, it is obvious; intact, the carton has not been casually opened between two gates.
That is a useful property and we will describe it as exactly that. It is not a security system and no machine we sell makes a carton tamper-proof.
Keep one strap colour for one purpose. Where a customer or an inspector asks how you know a carton was not opened, a consistent strap answers faster than a procedure document.
Tension moderately on a printed shipper — a marked carton reads as a damaged carton to the person receiving it.
The bulk drug side of this city packs nothing like the formulation side. Material moves in drums, kegs and lined bags, and the packing question is closure and containment rather than presentation.
A bung tightened by feel is either loose and weeps through vibration, or over-tight and distorts the gasket to the same end. Use the tool made for it and check the first and last of every batch.
Where drums are palletised, film holds them as a group but the group can still walk on the pallet. Strapping around the drums at two heights, anchored to the pallet, is what keeps them where they were put.
Powder dust settles on everything including sealing faces, and adhesive does not stick to dust. That is a housekeeping fix, not a machine one.

That last question is the one that matters here and it is the one nobody is asked. A pack that has to demonstrate it was not opened is a different pack from one that only has to arrive intact.
